Florida Attorney General James Uthmeier announced Wednesday the results of Operation Sunset Stakes, a multi-day enforcement action targeting illegal gaming arcades in Lee and Collier counties on Florida's Gulf Coast. The operation produced 11 arrests, the seizure of 479 unauthorized slot machines, and the recovery of approximately $294,150 in funds linked to illegal betting activity. Uthmeier made the announcement at a press conference in Naples alongside the Collier County sheriff, the Lee County sheriff, and the chair of the Florida Gaming Control Commission.

The operation was the latest in a series of illegal gambling enforcement actions the state has undertaken in 2026. Statewide, Florida authorities have now made 81 arrests, seized more than 3,100 illegal gambling devices, and recovered $1.7 million in illegal proceeds since the beginning of the year, according to figures released Wednesday. Operation Sunset Stakes accounted for approximately 15 percent of the year's total machine seizures in a single week of enforcement activity.

The Illegal Gaming Arcade Problem in Florida

Illegal gaming arcades are a persistent problem in Florida, particularly along the Gulf Coast. These businesses typically operate under the guise of entertainment venues or internet cafes while running slot-style machines that dispense cash payouts — mimicking licensed casino gaming without the state oversight, tax payments, or consumer protections that go with it. The machines seized in Operation Sunset Stakes and the broader 2026 campaign are outside the state's legal gaming framework, which is dominated by the Seminole Tribe's compact with the state.

Attorney General Uthmeier framed the illegal arcades as part of wider criminal networks rather than isolated businesses operating in a regulatory gray zone. "We connect these illegal operations with illicit money laundering, embezzlement, trafficking, large-scale drug sales," he said at the press conference. That framing positions the crackdown as part of a broader public safety mission rather than a purely regulatory enforcement matter.

Charges from the Lee and Collier county operations span illegal gambling and related criminal activity. Lee County produced six arrests while Collier County produced five. The Florida Gaming Control Commission has been a key enforcement partner throughout the year, working alongside the Attorney General's office and county law enforcement agencies.

More Enforcement Coming

Officials signaled at Wednesday's press conference that Operation Sunset Stakes is not the final action in the current campaign. More enforcement is planned as authorities continue working to clear illegal gaming operations from communities across the state. The Attorney General's office has made the enforcement of Florida's legal gaming framework one of its priorities, and the pace of activity in 2026 — more than 80 arrests and 3,100 devices in six months — suggests the campaign will remain active through the summer.

Florida's authorized gaming market includes the Seminole Tribe's Hard Rock casino properties, parimutuel facilities, and the Hard Rock Bet online Florida sportsbook, which the Seminoles operate under an exclusive compact. Legal online casino gaming is not authorized in the state outside of those tribal operations, leaving a significant gap that illegal operators have historically tried to fill with arcade-style machines.
