Bally's Chicago Casino has secured another year to finish its permanent facility after the Illinois Gaming Board authorized the operator to continue doing business in its temporary location beyond the previously scheduled three-year deadline. The extension, approved Thursday by IGB Administrator Marcus Fruchter under authority granted by the state legislature, sets September 9, 2027, as the new de facto deadline for the permanent casino to open its doors.

The decision follows action by the Illinois General Assembly, which passed Senate Bill 3019 authorizing the Gaming Board to grant exactly this kind of extension. The bill has not yet been signed by Democratic Governor JB Pritzker, but the Gaming Board moved ahead with the administrative authorization rather than waiting for the governor's signature.

Construction Progress and Weather Delays

The Bally's Chicago permanent casino, a roughly $2 billion integrated resort development on the Chicago River, has been making physical progress. The operator held a topping-off ceremony at the end of April, with the full steel structure for both the podium and hotel tower now in place. Despite earlier weather delays that pushed the original timeline, Bally's has maintained that crews are working to make up the lost time.

Bally's Chief Financial Officer Vera Mircheva told Nevada regulators in early June that the permanent property remains on track for a late 2026 opening — a timeline she acknowledged was ambitious but achievable given the state of construction. The extension to September 2027 provides a safety net if that target proves too aggressive. The permanent property will feature slot machines and table games, entertainment and dining venues, and a convention center, representing a substantial expansion of what the temporary facility currently offers.

A Complex Multi-Project Balancing Act

The Chicago extension is just one piece of Bally's busy development portfolio. The company is simultaneously managing its temporary Chicago casino operations, building the permanent Chicago resort, developing retail and entertainment space at the former Tropicana Las Vegas site adjacent to the Oakland Athletics' new ballpark, and planning a $4 billion casino development in the Bronx, New York.

In Las Vegas, the Tropicana site project faces a separate complication: a Federal Aviation Administration review of planned hotel tower heights near Harry Reid International Airport has slowed the process, and financing for a plaza connecting the casino resort to the A's stadium has not been finalized. The Bronx project, while still in its early stages, represents an even larger investment and is contingent on New York's ongoing process of awarding full-scale casino licenses in the downstate region.

What the Extension Means for Chicago

For Bally's and for Chicago, the IGB extension provides clarity after what had been a period of uncertainty about the operator's timeline. The temporary casino has been operating at the Medinah Temple since early 2023, generating revenue for the city and the state while the permanent facility is built. Northwest Indiana casino operators — who stand to lose customers to the permanent Chicago casino — will have at least until September 2027 before that competition fully materializes in its intended scale.

Illinois already has one of the most active commercial gaming markets in the country. Legal sports betting is available statewide, and Illinois casinos posted a 9.2% revenue increase in May, reaching $192.8 million on the strength of slots and table games. The permanent Bally's Chicago casino, once complete, will add a significant new destination property to a market that has seen steady growth.
